About Project (Cont.)
Associate Sian Penner acted as Learning Partner to a group spanning wide differences in power, resources, organisational maturity, and strategic perspective, often creating group dynamics which risked either superficial consensus or unproductive conflict. Sian led the group in surfacing difficult issues such as decolonisation and power, and how to balance psychological safety with honest challenge. A key decision was to centre facilitation around shared inquiry and reflection, using a Theory of Change as a practical anchor rather than a technical exercise. The group developed a shared Theory of Change, clearer alignment on roles within the local air pollution ecosystem, and increased confidence in working collaboratively across differences. Partners reported stronger relationships, greater clarity of purpose, and a more coherent foundation for collective action.
